Mr.
Tracy graduated with Honors from the United States Merchant Marine Academy
at Kings Point, New York with a B.S. in Marine Transportation in 1993.
After graduation he obtained a United States Coast Guard license as Master
of Steam and Motor Vessels of not more than 1600 Gross Tons as well as
Second Mate Unlimited. Mr. Tracy worked for Tidewater Marine as a mate for
two and a half years before attending law school at Tulane University where
he graduated in 1998 with Honors and a specialization in Admiralty and
Maritime Law. While in law school, Mr. Tracy was the Editor-in Chief of the
Tulane Maritime Law Journal. He also worked at Avondale Shipyard on the
National Sealift Program.
Mr. Tracy has
successfully represented clients in all aspects of admiralty litigation
practice including insurance defense and coverage issues, maritime
personal injury, cargo and collision claims, salvage, preferred ships
mortgage and maritime lien matters. Mr. Tracy has drafted and
negotiated vessel purchase and sales agreements, charter parties, and
master service contracts for a variety of clients in the marine and
offshore industries. He has also represented ship pilots and licensed
mariners in state and federal casualty investigations and administrative
proceedings. Mr. Tracy has authored articles and papers on various
topics such as marine insurance and regulatory compliance.
Mr. Tracy practiced
admiralty law in Miami for almost five years before joining the firm.
He is licensed to practice before all state and federal courts in Texas
and Florida and the Fifth and Eleventh Circuit Court of Appeals.
